Former Vermont senator Robert Stafford, a staunch environmentalist and champion of education whose name is familiar to countless college students through a loan program named for him, died Dec. 23. He was 93.
Mr. Stafford was surrounded by family at a Rutland nursing home when he died at 9:30 a.m., said Neal J. Houston, his former chief of staff. (Mr. Stafford had been at the nursing home for two years and in a coma for several days, Houston said.)
Mr. Stafford served two years as Vermont's governor, 11 years in the House and 17 in the Senate before retiring in early 1989.
As the ranking Republican on the Senate's environment committee, he repeatedly defended the Superfund program to clean up contaminated sites and shepherded bills combating acid rain and automobile pollution.
In 1988, Congress saluted his dedication to education measures, renaming the Federal Guaranteed Student Loan program the Robert T. Stafford Student Loan program. The low-interest loans are now known almost universally as Stafford loans to the millions who qualify for them each year.
According to the federal Education Department, about 14 million Stafford loans were given to postsecondary students in 2006.
"From the higher education finance program that now bears his name or his advocacy for clean air and water, Americans will continue to benefit greatly from his legacy of success," Vermont Gov. Jim Douglas (R) said in ordering flags to be flown at half-staff.
Sen. Patrick J. Leahy, a Vermont Democrat, described Mr. Stafford as a mentor who touched the lives of millions through his leadership. "And he gave the nation a lifelong lesson in civility and decency, in the finest tradition of his beloved Vermont," Leahy said in a news release.
Mr. Stafford, who once considered himself conservative, even hawkish, wasn't shy about bucking presidents of his own party. He led a successful effort to override President Ronald Reagan's veto of amendments that strengthened the Clean Water Act, and tangled with industry when he believed it was thwarting efforts to clean the environment.
Mr. Stafford was born Aug. 8, 1913, in Rutland, and received a bachelor's degree from Middlebury College in Vermont in 1935 and a law degree from Boston University in 1938. Education became a lifetime pursuit. In his official biography, he listed degrees from the University of Vermont, St. Michael's College and Norwich University, the last one coming in 1970.
Mr. Stafford served in the Navy during World War II. His father died during the war, so when he returned to Rutland, he reestablished their law practice and was elected the county state's attorney before leaving to serve two years in Korea.
Upon his return, Mr. Stafford landed a job as state deputy attorney general, and then in 1954 won his first statewide race, for attorney general. That was going to be the end of his political career. "I enjoyed that job," he said. "I thought I would stay there four years and then go back to Rutland."
But he lasted only two years before he was persuaded by then-Lt. Gov. Consuelo N. Bailey to run for lieutenant governor. He held that office for two years, then won the 1958 election for governor.
Two years later, he won his first term in Congress and continued to win reelection until he was appointed to the Senate in 1971 on the death of Republican Sen. Winston Prouty. Mr. Stafford won the special election later that year to serve the five years remaining in Prouty's term, remaining in the Senate until his retirement.
Mr. Stafford stayed mostly out of the public eye after that, though he pleaded with the public for civility in the divisive 2000 election campaign, the year the state passed civil unions, giving the benefits and responsibilities of marriage to same-sex couples.
"I consider that love is one of the great forces in our society and especially in our state of Vermont," Mr. Stafford said days before the election. "It occurs to me that even if a same-sex couple unites in love, what harm does that do anybody or any society? So I felt compelled to come here and say that."
Mr. Stafford is survived by his wife, Helen, and their four daughters.

미국 디트로이트 미술관의 전문가들이 껌 속에 들어 있는 화학 성분에 대해 조사하고 있다. 한 악동이 고가의 그림에 껌을 붙여 놓았기 때문.
디트로이트 프리 프레스 등 미국 언론이 28일 보도한 바에 따르면 사건은 지난 달 24일 벌어졌다.
학교에서 집단 견학을 갔던 12세 남학생은 추상화 작품 앞에 서 있었다. 그림은 헬렌 프란켄탈러가 1963년 그린 "만 The Bay"(사진).
소년은 작품을 감상하는 대신 씹던 껌을 입에서 꺼내 그림의 한 쪽에 붙여 놓았다.
그림의 가격은 150만 달러(약 15억 원)에 달하며 디트로이트 미술관의 가장 중요한 수집품 중 하나이다.
껌은 캔버스의 섬유 조직에까지 늘러 붙지는 않았지만, 자국을 남기고 말았다. 그림을 원상 회복하기 위해서는 약 2주간의 작업이 필요할 것이라는 게 미술관의 설명.
미술품 감상보다는 장난을 즐긴 소년은 정학 처분을 받았다.
